Only Instagram knows the true answer to this. The best public information that can be found is that Instagram may temporarily keep copies of the messages incase the messages have been "reported". Unsending Instagram's messages permanently deletes them from your conversation for you and the person who you sent them to. It also deletes the message from the Instagram/Facebook data that a user can request from Meta. So from the perspective of the person who received the message, and to you, the messages are permanently deleted.
